Steven J. King, P.E.
Managing Director
Steven King is a professional civil engineer who joined the Rhode Island Economic Development Corporation in 1998. He was appointed COO in August 2005, served as the Director of Construction Services since July 2003, and was appointed Managing Director in July 2008. He is responsible for the planning, engineering, design and construction of all infrastructure improvements undertaken by the Corporation. And as Managing Director oversees the day to day operations of the Corporation.

Additionally, Mr. King serves as chairman of both the Design Review and Technical Review committees, charged with the review and approval of all projects within the Quonset Business Park.

Prior to joining the QDC, Steven worked for several consulting engineering firms in both Rhode Island and Massachusetts with emphasis on site development and transportation projects.

Mr. King is a graduate of the University of Rhode Island with a BS in Civil Engineering. He is a registered professional engineer in the States of Rhode Island, Connecticut, and New Hampshire, as well as the Commonwealth of Massachusetts.

He is an Army ROTC graduate and served on active duty in the US Army from 1988 – 1992, serving as both a platoon leader and a company executive officer with the 588th Engineer Battalion. He is a veteran of the Persian Gulf War and has received the Bronze Star Medal, the Army Commendation Medal, the Army Achievement Medal, the National Defense Service Medal, the SW Asia Service Medal, and the Saudi Arabian Medal for the Liberation of Kuwait.

Steven is a member of the ASCE, NSPE, SAME, Tau Beta Pi, Chi Epsilon, VFW, and the American Legion.

Jack F. Sprengel
Director of Operations
Jack Sprengel, Director of Operations, is responsible for the daily operations of the two utility systems located within the Quonset Business Park®, as well as maintenance operations for all property, roads, and structures owned and operated by the QDC. He is also the operator/manager of the Port of Davisville.

Prior to joining the Rhode Island Economic Development Corporation in 1994, Mr. Sprengel was the Public Works / Contracting Officer at the former Naval Construction Battalion Center, Davisville, Rhode Island. In this position, Jack was responsible for the operation and maintenance of over 1 million sf of warehousing, 250 buildings, and 1,500 acres of land which are now part of the 3,000+ acre Quonset Business Park®.
